I haven't seen too many people discussing this. It's Executive Order No. KBB 2005-18. It puts the Louisiana National Guard Commander, Bennett C. Landreneau, in charge of the Bayou State's emergency prep and response. When you see Mr. Landreneau on camera praising or cursing anyone for their performance during Katrina, it might be wise to keep this executive order in mind.

It should be noted that Landreneau is also head of the LA National Guard and probably Blancout #1 advisor on all things regarding LA State Security.
He’s the one person responsible for both excluding the Red Cross from providing food and water to the “Thunderdome” and the “Detention Center” and refused to send in the Guard until he could collect “sufficient force”
Let’s apply military jargon or, if you like, Cracker tactics for handling 1840’s slave rebellions; make seige, call in the local militia, and attack.
