Me, I think it was the Mossad. If they can somehow gas/irradiate a top Iranian nuclear scientist to death in Iran, then an operation like this would be a piece of cake.

(Actually, this one in Iraq is faintly plausible. Iraqi nuclear scientist Khidir Hamza described a nuclear-powered Israeli listening device being buried in broad daylight near al-Tuwaitha in 1985 by soldiers in Iraqi uniforms, flying in in a helicopter with Iraqi markings. Could have been ours, but Hamza thought it was Israel.)
