Where were they going? The article suggests that the army and police didn't need them very badly. My best guess is that someone in the Iraqi Interior Ministry was doing a big favor for the Mahdi Army.

Worth keeping an eye on.

The US (on behalf of Iraqi Security) have had bids out for a while now.

It’s my guess that the laws and terms restricting anyone from actually meeting the bid terms forced this ‘alternate sourcing’ arrangement.
